It basically simulates badly aligned camera lens, or "lens fault",
which is caused by exactly same way prism separates colored lights from sunlight.

It's used to remove that "fake-ness" from 3D rendering and such, or just for a little bit more "oomph".
So you ask how to do this, without going through all that layers and stuff?
Well, here's how.
Go here:
(For text-only browsers: Press Shift+Ctrl+R in Photoshop)
And set it like this:
(Go to Custom tab, set Fix Red/Cyan Fringe to 100%, set Blue/Yellow Fringe to -100%.
Do it opposite to achieve opposite effect.)
And... you're done!
Mind that this will distort image a bit.
This is another attempt on achieving that effect, this time using Blend Mode and separate layers with Lens Correction (Fix distortion):
(BTW, the game is Kingdom of Amalur: Reckoning. I never finished the game...hehe)
(Also don't ask why my character is not wearing any armor...it was for the achievement)

This will have stronger effect, but beware:
This'll look ultra cheesy if you over-do it!
I also applied lens blur on each layer to help it blend together.
